Thumb plugin

I had not looked at, nor tried to build WITH_THUMBS = 1 since the
need for the modified libgimpthumb.

Building svn2542 today I thought, "What the Hell" and decided to
give WITH_THUMBS=1 another shot.

Happy to find that it built and performs without issue.

I running gimp-2.9.1 from git.
